It seems this thread has been dead for some time, but i plan on doing something like this only, I plan on having expanded steel for the platform and have it mounted from the bumper and frame(not the fender, incase i hit something if the bumper bend the energy won't bend the fender but just buckle the platform)

I'd use solid rod instead of all thread. I would worry about the(tow bar's) holes getting hogged out.
