Is this where the water collects and is drained?

It seems like oil fills the cup first then goes into the filter then out the other end. The water is trapped in the cup where it can be drained?

I addressed your question in one of your other threads:
Where to get used oil/trans fluid in FL

Methinks we may need a 'filtering fuels' sticky. Simple bits like, use multiple filters in descending micron size, or you'll go broke replacing 10-micron truck filters. Filtering down to below the micron rating on the truck is a good idea- reduces the odds of plugged filters at a bad moment.

I replaced my primary filter housing with a 1-14 base fitted with a 2 micron water-seperating filter. Faster to change that one than the two main engine filters & I use the same as the final filter for my WMO rig.
