Default how do you get plates in 'NC

Has anyone had trouble getting inspection, insurance , or tags for a M35A2 ? is there any special proceedure i need to know about? I'm getting ready to purchase one soon, it will have a title from another state but i assume this just needs to be signed and notorized as usual.

What year is listed on the title? 35 years and older do not require an NCSI.
