I thought maybe it was for storing a troop cover or something like that never could find anything in the military manuals on it. Thanks.

Check the Appendix in back of the -10, it gives a list of items stored in the Tool Compartment. Change 1 for the -10 adds Table 0.1 with locations for the bed cover and other items. Wayne
