Found it. Angle iron w/loops
Recntly someone posted a "What is it?" The item in question is a piece of angle iron that has loops welded to it. Seems everyone had a couple but couldn't figure what it was. I searched the old Threads but couldn't find anything . Well i was on the Eastern surplus site
www.easternsurplus in the light truck section I found the rail. It is used on an M1008 on the bed box rail. I know the post is no good w/o pictures but I am not that good on computers.

The thread was "can you ID this part". The "tallback" enclosure kit rail is not what was asked about.
