Stripping unprepared cover paint off good paint

Good green paint, possibly original covered up by thick spray over. As it chips off he paint underneath is exposed. Is there anyway not to take off the green underneath while removing the over coat?

Maybe with a pressure washer, work at the loose chips and don't stay on the good paint, take a little finesse, and the right pressure/spray pattern.

Thanks good idea! It would be helpful if more was falling off. It's surprisingly resilient. I was hoping there was a blunt very light pneumatic air hammer type tool. Welding chipping hammer tapping might do it but it would take so long. If I do that ill buy two, pay for a drum instructor and multi task. Ha
