what is the bottom bulb in tail light used for? all else work but nothing seems to make them light. checked bulbs, all good. used all combo's on three lever but know luck!

The very bottom one is blackout brake lights. With the light switch in blackout or blackout drive have someone depress the brake pedal. Those lower ones should light right up.
