fitting tow shackle mounts to frame?

l bought some tow shackle mounts off Ebay and need to know how they mount to the frame. Also, l'm assuming the longer ones go on the front?

you probaly did not get the whole setup. I think I saw those listed. They were essentially 2 inch square tubes, but you need the other part that goes over those.
