Cold Timing Advance

How is this supposed to work? When the engine is cold the plunger on the right side of the ip is out and the idle up server is giving it throttle. If I push the plunger in the motor gets a lot quieter. It also seems like when the engine is hot the plunger is in the same outward position. Where is it supposed to be when the engine is hot? out or in?

The plunger controls idle speed. The cold start timing advance is a totally separate item.
