Maybe pop up blocker stops the smilie pop up window? Dunno if it can do that or not.

Yes, I have restarted computer very recently. Smile function works if I use the Post Reply function and in PM also. Just not quick reply. Msg Icon does not work either.

I agree with Dieselsmoke, you probably have a popup blocker, blocking hte little popup windows.
