I believe the oe wiper arms have an alignment slot on the knurl so if the wiper linkage is hooked up correctly to a working motor, it should not let them go that far. They park at something close to a 45' angle,

Could you see if the wheels are really 2 piece bolt apart or has the wheel been modified with an original center piece and a custom adapter made to fit the original bolt circle? Hope this makes sense. The pictures on your pay it forward are difficult for me to see...

Does Alabama issue Titles? I know Maine for example does not on an older vehicle. La will accept a Maine Registration and issue a La title when transferred.

Drain the oil and see what you get..... I would throw some atf and marvel mystery oil, let soak in for a few days if you get water and see if you can turn it over by hand. All you are out is a few $ for chemicals.

As far as I can guess, they hold the rack inside the trailer as temporary storage. Not the m101 trailer sides but the special gen set accessory racks inside.

If I had to do it, I would consider taking the cyl off and bench bleed it attach temp plug to port, reattach to frame and install lines. then bleeding those 2 wheels at the wheel cylinders by having the trailer hooked up to air to activate push rod on cyl with helper B applying brakes.

Sf97 is filled out with information provided so no data plate will make this tough to title and likely a bucket of headaches.
