I think guys here could bob a motorcycle so yes and in regard to licence without a trailer you can drive it with a class B licence I would go for a CDL class A if you are thinking about getting one because the fifth wheels get lonely and soon you will find yourself bidding on a semi trailer for it.

I have installed LED lights on all my small trailers similar to this from HF but in a trailer mount rectangular not the round one. I really like the instal and forget they allow you to maintain

Mine is sitting at my brother in laws house right now waiting for me to come home to Korea but I know my mechanics used them a lot in the motor pool. I am going to put it through its paces working on all my trucks and will let you know but that will not be for a while.
Incompetance is most likely to be blamed I have done tons of Reports of Survey for this and even a few FLIPL's in the last few years because of this many time it results in catastophic failure leading to damage that is traced to the poor standards and lack of good supervision.
