    You could find a take off used pump that has been tested for $50-100 but a rebuilt will be $499 and up!! it takes (from what I here, never done it yet) about 4-5 hours to change cause of all the stuff you have to do to get to it and working on not dropping parts in block!!     I think there is a spot on steering linkage for a padlock but my memory is fuzzy and I may be thinking of another truck! We used to always have chains and locks thru steering wheel and pedal! :-P
