    I know I maybe somewhat stupid, just ask my wife. What if your transfer switch amp and volt is set to say L1 which is 3 phase, reconnect switch is set to 120v 1 phase. What is going to be the output? Yes I know not to do that, but I too am confused in the difference between the 2 switches.
