Yellow speed limit signs are not regulatory. They're advisory/ cautionary. Like if you're going around a curve, or an off ramp. White speed limit signs are regulatory, and hold the force of law. I passed a yellow advisory sign, didn't reduce my speed, and got pulled over for 'speeding'...
