Normal OM352 operation should have the thermostat open between 78-80c (172-176f). Not sure if you were implying you have a different thermostat on your SEE or not, but 220f for your thermostat to open doesn't seem right to me.
170 F is on average where your thermostat should open up and the engine should maintain itself. If your not achieving that, your thermostat may be stuck open, in which case you'll have a hard time heating up your engine and certainly your heater core.
The cab heater is coolant actuated, not electric. They can fail with blockage, air bubble, stuck valve, bad thermostat (does the engine com up to temp?)

A shovel head under the edge of the tire with a 2x4 fulcrum on the ground does a very good job lifting and rotating the tire just enough to engage the lugs.
Turning up the IP and mounting larger tires are the fastest and easiest methods to juice some more power and speed. It requires a little know-how, but not much, to avoid issues. Turbo charging a 352 is also feasible, thought keep in mind the non turboed 352 does not have underside piston...
