LMTV Cab raise issue

Hi all,
I'm new to the site. I've been poking around on some other posts but still can't find my issue. We just received a surplus LMTV for our Fire Dept for some somewhat not so deep water rescues.... I'm unable to get the cab or spare tire hydraulic system to work. The air/ hydro pump is full and I can hear it clicking. I can move the spare tire lift by hand. I noticed I'm unable to get the cab lock to unlock and noticed a bit of fluid dripping out of the lock indicator. Any suggestions for repairs or to get the cab up without unbolting the cab lock? I also noticed the manual pump will not work- it pumps but will not build pressure. And again no leaks. thanks in advance!

Search "latch" in the FMTV forum for a thread I wrote on fixing the cab latch leak. On the air hydraulic pump, I would start by overhauling it, likely has bad o rings. I wrote a thread on that too, search SPX.
