What is the temp on the heat exchanger? Did you use a temp gun to verify temp ? Do not always trust the gauges. You need to determine what the temp is in the lines, exchanger, the air cooler in the grille and the pan.

The exchanger should be hot since the engine temp of 180 degrees is attempting to cool it. Just verify the temps with a in-fared gun and report back.

Agreed check with IR been there with gage problem. If the gage is correct can I ask what are you doing when it shows running hot. In town traffic stop and go, off road or highway.
