What is the vent looking fitting on the top of air dryer and why does it vent air when touched lightly or not touched at all?

it has a loose cap on it looks like an axle vent.

This thing? I can pull up on mine(have to pull hard) and it will vent air. Sometimes it will leak slightly by itself when the system is completely charged.

From TM 9-2320-365-24P page 286-1, yes it is a pressure relief valve...
