No there is no civilian equivalents. You can get the stuff to rebuild the fan clutch thru Ebay. There are multiple parts available for cheap.

Ive got several take off power steering pumps.

Power steering unit is $150 shipped with the brackets

I will look for a fan clutch. I believe i have one. Wont be cheap though. they are pretty pricey.

You can use a NTC400 fan clutch. you just have to size the belts and modify the fan shroud. They are available on ebay
