Is that the fuel or air tank?

According to Ronmar (thanks ) appears to be feed to the cab air ride bags. PO did disconnect that system. Air to engine fan clutch and to CTIS comes from all this plumbing as well and neither works, so now I know why. Previous Owner was not a dummy so am guessing he used the pressure adjust valve before it to basically close off that whole line. Now I will check with a balloon to see if any air comes out of it.

That's the Over Pressure Valve and the adjustment screw is not too far off from "normal" with 6 or 7 threads showing, best I can tell. 8 or 10 threads is typical. Screwed in more, as it is, puts more pressure on the diaphragm and should increase the "pass" pressure, possibly to a pressure above wet tank pressure in which case it won't pass air, especially if your system pressure happens to be low too.

The OPV might be stuck causing failed hydraulic pump and fan operation. They do that. Just unscrew that tubing fitting and see what comes out after wet tank pressure gets ABOVE the OPV set point. With the tube disconnected and the wet tank full, screw that adjuster in and out until the OPV dumps. Adjust OPV so air dumps out after wet tank pressure exceeds about 70, 80 psi (not critical).

The OPV is easy to disassemble without removing it from the truck. Back off the adjuster screw to relieve spring pressure then take out the two screws. Catch the few parts.
