Post sale transfer vs SF97

I'm looking at a M1009 that someone bought from GL for the engine and they are selling the rest for a killer price, only problem is that they did not get an SF97 on it since they never intended to register it.

Is there any way that I can apply for the SF97 or do they have to do it? The reason I ask is they want an extra $150 to apply for the 'title'.

They can probably apply for the SF97 and dealer transfer form with GL and it should be free...as long as the backlog lasts and the truck was not listed as NO TITLE. There are also titling companies that will get you a title, but they will want more than the $60 that GL used to charge.
