Antenna Question

Ok, so this isn't directly MV related, but I have a question about an antenna.

My dad recently purchased an army surplus antenna setup from a garage sale. It was very complete and is in very good shape, including it's own carrying bag. It has a number of aluminum tubes, each about 1.5"D and 2-3' long, which make up the main mast. At the top there is a long whip antenna which can be broken down into sections, as well as three evenly spaced grounding radials, which are angled about 40deg down from horizontal. Here are the numbers I wrote down off the bag:

Anyone have any idea what it's for? I'll try to get some pictures next week, if needed. Any pointers to TM's would be appreciated as well.

Actually we're looking to use it for an HF unit. My dad's a commo guy with the Civil Air Patrol, he's got a dipole set up at his office right now, but with this antenna we should be able to make his HF unit mobile. We just need to find out the antenna length we should have (getting that from Wing commo right now), and get an antenna tuner so we can handle all the frequencies we need to cover.

That's the same antenna I've got on the end of the shop. Don't know how well it works for broadcasting but my AM/FM and scanner sure work awesome now.
