Evidently, someone used lock-tight on the allen plug that blocks the access to the droop screw on my IP pump.

Because of space restrictions I haven't been able to use an impact wrench.

Any opinions about maybe applying a little heat --- just enough to soften up the lock-tight with a small hand held propane torch?

done that on even delicate knobs of electronics gear. works fine. You maybe able to use a 100-200 watt soldering gun ir iron to degrade the loctite enough to do the job, if you would rather not use fire.
