He means 15 feet from ground to tip of antenna on top of truck.

I have a mount fabbed up already you can have, it bolts to the bed so it will work on the trailer or the truck.

Does he have the 102 mounted to a step stool on the roof of the truck? I think we are still under 15 feet.

Its on the top of a Suburban. Ground to top of roof is about 6'10 or so, plus 8.5 feet, gives you over 15'. And most of the time the antenna lays back, so its about 15' tall. I have hit the bottoms of bridges that were marked 15'.
