Carburetor Vent Tube, Plug It??

Working on a friends M38A1 and tube E is absent. Elbow C has been left uncapped.

Should I cap Elbow C? I don't want to see unfiltered air going into the carb., but on the other hand I'm not sure what the heck the vent is for.

Thoughts?
