M1030B1 key lock question

I have a 2000 M1030B1 that seems to have a key I cannot remove. The key turns freely from "on" to "off" but will not turn to "lock", the key can be pushed down in the "off" position but only about a 1/16th inch, the fork locking mechanism doesnt make any sounds and is possibly stuck

Should I be able to remove the key in the "off" position? Or does it need to be locked for the key to be removed?

Update, nevermind found out the key is in there permanently

My key was glued into the cylinder. I replaced it with a regular KLR key and cylinder. You need only the ignition key/cylinder. Not the whole kit, ignition, gas cap and helmet lock cylinder.
