With that said, I hope you're using conductive hoses and pump. I have personally seen a static discharge from a hand truck filter cart that was using non-conductive hoses.
Polypropylene plastic handles fuels just fine. Electrostatic discharge is a concern when using non-conductive containers. Most plastics will discolor from fuel (remember brown gas tanks on dirt bikes from the 1990's?). This does not indicate any deterioration of mechanical strengths.
