m978a2 air leak rear deadman valve hav control

The D/S HAV control also known as the deadman valve at the rear driver side (if you search it you'll find a ps magazine article on it). I have confirmed that the brass fittings nor hoses are leaking. What is leaking is the valve where both hoses connect into (which TM calls a three way air valve NSN 4820-01-165-5769. What causes this to leak? Is it somehow too much air that the valve relieves because maybe something is routed wrong? I replaced it with a new part and it still leaks while truck is running at idle.
