    I'm confused now. I thought the droop screw was part of the governor, and either it contacts the stop plate, and limits fuel flow, or, when it does not touch the stop plate, it does nothing. What am I missing here?

    I noticed that too. I think this is because the older GMTK only included a 1/2'' drive ratchet set. With a 3/8'' drive ratchet set and the right lenght extension it is really easy to install the 4th bolt.
