Please start a thread for your problem. This thread is real long, and covers someone elses gen set. Its confusing to try and help people when there are several folks wanting help in the same thread.
I drank a lot of Spaten in the early 70's. FAX was our beer to drink when we went to fire missiles on the Island of Crete. The Greeks do many things well, but beer is NOT one of them. Spaten makes a particularly good Weizen. Perfect for these warm days.

You really have no idea if the hours on the clock, and the hours on the set, are the same. So don't sweat the little stuff. Read some of the threads, along with this one, and you should be on the right track! Take it one step at a time.

I just posted in the manuals upload section simple instructions on how to setup and adjust the governor for the MEP-831A. I think its easier to follow then the TM, and if you print it out, (its one page) easier to look at then the TM or computer screen. Got it from a "friend". Thanks dude!
I have only seen two gov failures on this set. And the problems you describe, were symtoms I saw while repairing those two sets. Having said that, my experience with the 831A is limited. When the 831A runs right, its a nice set.

The GFI is only supposed trip if you have something plugged in that is defective. Or, if you have voltage going outside of the normal path, or going to ground. So, could your heater be bad? Is the 110 volt plug on the gen set bad? Have you taken the GFI out, hooked it to an outlet in...
No, no. We have not said, do not adjust the magnet. We said FIRST solve the other problems, THEN if you have to, adjust the magnet.
Tburk, first check the switch, you may only need to pull it and clean it up. Or exercise the floats, to get it to work right.

The manual gives you all the info you need to test the fuel level switch. Normally, because the sets have sat forever and a day someplace, empty, the float hangs up. You can also simply remove the switch, check range of motion and replace it. This fixes it about 99 times out of a 100...
