    According to the rep at GL, IP is not doing well with the gov on this.

    They lost the contract because IP agreed to pay 6% vs GL 2% over and above the agreed settlement price. Accordingly, that is why the mil gen start at a $1200 bid opening at IP vs GL start at $25 and go from there.
