It is a bead lock only.
Is it on with just parking lights? If not check your grounds at the headlight buckets. If it is check the ground on the hood itself.
I doubt the latter as you said nothing about turn signals. Could be the dimmer switch, corroded/carbon on the inside. Pull
wire #17 at the dimmer to check that.

Update: Getting the tensioner mounting plate cost me a little skin on my right elbow, a few drops of blood and a 5mm Allen socket.
Just the through bolt holding the tensioner to the mounting plate, and it indexes on the large hole next to the top mounting hole.
