Just curious, did you try turning on the brake lights using the 3 position light switch? I know my truck does not enable the horn if the light switch is off.
Mine was also disconnected. I found the male nipple on the fan clutch side was missing and had to replace it first. To do all that, I jammed my hands through the fan blade. Someone here later said it would have been easier to reach it from the underside of the truck.

From memory, I believe the runflat states which side is supposed to be the "outside". It's written on the sidewall. So the "outside" would face the smaller wheel piece when it's being reassembled.
I removed mine yesterday as well. Start with the forward bolt. It took a bit of torquing to break free. (a lot of torque actually) Once it was off, the plate over the belt can be removed and you have access to the back bolt. It wasn't as tough as the first. I put the bolts back in once the belt...
