How can I get the ring turret to move more freely? Brake is off. What are the two Allen bolts on the top for?

I take it you have this in a FMTV from the picture?

Did it move free before you mounted it or was it on there when you got the truck? Is the gasket on there?

I installed one on my truck and found a few things that made it snag;

Mine was entirely stuck when I got it. I used a forklift to install mine. So it was slightly less sketchy than your installation.
It freed up a bit when I took the ring cover off , which is held by a bunch of Phillips head screws. I used a small plastic bottle with CLP in it and worked the ring back and forth. Wherever it moved easily and slowly worked it into areas where it would stick. With a good amount of CLP it moves slightly easier now.
Would be good to see an exploded diagram of an m66 or a video of a restoration.
I am using the original canvas which I have sprayed with a water repellant. But the truck is inside anyway.

Mine was very smooth and just had one small snag spot after install that was due to a bend in the cab that bad the gasket bulge and rub on some of the hardware. I pointed it out in the video. Only other issue is I'd like the brake handle to hold a bit better.

As I said , mine was totally seized. The brake handle stuck. With a lot of twisting left and right, it freed up a bit. There is a ring around the m66 . It has two hinge and a long Phillips head screw to tighten and loosen . Under that ring is a felt strip. I think it lubricates the roller bearing. But I’m not certain about that.

If I recall, to really get it lubricated properly, you need to remove it from the truck and flip it, then take it apart. Somewhere on this forum I read that is how someone got theirs freed up good.

Yeah removing from the truck and flipping upside down is not going to happen. My installation is not as bad as yours. I chased all the bolts with a tap. Only one had issues. But I definitely won’t take the ring off again

Sounds like just working it like you have is the best bet then. Good luck!
