Need a voltage regulator!

The generator puts out either battery voltage or 30.2V with nothing in between. Here is the stock # 2920-01-180-8666 REGULATOR 60Amp.
I saw that Southern Automotive was selling them on E-bay but wont sell to a Michigan address, whats up with that???
