ph acidity nuetralizier for fuel(wmo)

hey guys anyone have a commonly available ph/ acid neutralizer to put in waste motor oil as a fuel? This would be to make it safer to run as a fuel and have less to worry about if the fuel blend was neutral on the ph scale.

If it turned acid, there may also be water contamination. Homemade unwashed biodiesel is slightly alkaline and may be added...it may increase the ph value..any residual methanol may help with the water problem too...any chemists out there?
What's the ph of your wmo?
