How or where to post thumbs up to members we have traded with?

I have bought and sold a few small items and would like to give a thumbs up to those members I have dealt with. Where and how should I do that?

I looked at that on the forum list but it says:

This is where the admins and mods can post the names of special members they want recognized.
Click to expand...
So I assumed that it means only admins and mods can post to that forum. Did not try to post. Guess I can post to the forum.
