How to resize pics for avatars?

Hello, Does anyone know of a website or way to resize pics? Everyone I try to load as an Avatar says that they are too big?? I'm kinda computer knowledgeable, but can't figure out how?

Microsoft has an image resizer progam named Xp windows image resizer powertoy. Check on the microsoft website under powertoys. I posted a link in another thread if you want to search for it. I am on a dialup right now and can't get the link for you. It may be in the links section under resources.
