Okay so I think its fixed. I replaces the fan switch with a REM one, and now the fan kicks on at the middle of the green arc, and kicks off at 185 degrees which is the bottom of the green arc. Does this sound correct?
Ha, funny you mention it, I got it for free from a buddy. Its a legit AM General sourced part, but from a time when they were having issue with the "calibration being off." It seemed to me like it would work, but the fan might come on at slightly the wrong temperature.

I beleive there is a switch on the accelerator pedal that is activated when the pedal goes "to the floor" and downshifts....maybe that switch is activiating early?
What is a REV B truck? REV stands for "Reliability Enhanced Vehicle" its not a "revision".
Anything can be swapped from one generation humvee to another, if you replace enough parts. But personally I don't think are big advantages moving from an ECV to a REV. I agree with the previous poster...
I've had really good results using the generic tire plug kits that look like this:

You dont need to remove anything, its designed to work with two 12v batteries wired in series or parellel. This has been confirmed by the manufacturer.
I leave mine hooked up at all times, and installed the NOCO inlet port on the front of the battery box.
