Bolt looks dirty, Is that possibly a bolt from and external location? maybe too long and binding? I think there are usually captive washers on the gear bolts, not flange heads. Those thrust areas on the cover aren't always dead center.
Fixed the valley drip in my M1097 yesterday. After seeing the plunger I'm amazed it was only a slow drip. I only changed the plunger, seal, and o-ring since it runs fine. A 1" offset wrench with a little grinding fits nicely once the lever, temp sensor, and fan switch are removed.

Keyway is knocked out from a loose pulley hammering on it, not modified. If you put that new pulley on with some 680 Loctite and primer, it's not moving again, key or no key. Welding that mess up may warp the shaft, and milling a new one 180° off may weaken it too much.
