One more update. If I disconnect 21 from the passenger side, leave all connections on drivers side, the meter reads 5.2. If I remove A bulb from the passenger side tail light, meter goes back to 0L. Is this an incandescent bulb vs the rest of the lights being LED issue?

I purchased mine from a WY guy and it was already titled. But transferring that and getting it plated wasn’t difficult. No different than any of my other vehicles. They asked what it was. No issues. Handful of humvees running around. I’d consider WY green.
