Much of the resale stuff right now is coming out of Southern Metals in Wilmington NC. They have a contract to scrap hmmwvs out and are open to the public. It's where many of the eBay sellers are getting thier parts for resale. They have a Web site, just Google it.
The serial number doesn't corilate with anything in state dmv databases like Vin numbers do, so I would argue that it makes the most sense for the state's to assign new numbers that mean something in thier system.

He didn't loose his life in a hmmwv accident, he died in a hospital 7 days later. Unfortunate, but I stand by my original comment. hmmwvs are relatively safe for general use.
With about 300 K mil versions and 10 K civi versions on the road, reports of accidents are pretty rare. Fatal accident reports are non-existent. Relatively speaking they are far safer than motorcycles.

I don't think there is enough articulation in the two sections. The area between the front wheels and the rear on the tractor section is so close together that it would be vertical before you could ever go over. You would either bend body components or break your articulation joint.
