Make sure you are actually getting full throttle. When the pedal is all the way down, the throttle lever on the governor should be lightly on the stop.
Just a bit of wisdom I learned when installing my winch, the DIN connectors on the hydraulic valves are known to be huge failure point. They suffer from water intrusion and corrode. They can be purchased from many sources. I prefer the ones with a pigtail installed. I coat everything with NYK77...
There is a thumbscrew on the pump run solenoid that defeats the electric solenoid. Just screw it in and it should run forever if an electrical problem is occuring.
