There is a thumbscrew on the pump run solenoid that defeats the electric solenoid. Just screw it in and it should run forever if an electrical problem is occuring.

Unplug the wire going to the transmission to see if it shifts. The downshift is electric, if the switch is shorted it will cause that symptom.
