Sorry, I have no experience on the CUCV, just the Deuce. Although in my civvy mechanical experience, I'd be leaning toward the hose too.
I can't imagine the balance of the plate being that critical. The big tires you would be running would be at least a few ounces out of balance anyway. If you can get a 48" tire to dynamic balance within .5 ounce you're the God of tires.
My $.02:
First, if your daughter made a heavy stop getting off the freeway and then checked the temp of the lugs soon after, they would be normally too hot for comfort. See if the problem persists before continuing.
Second, I'm going to trust that your mechanic friend was right in all he said...

Mine is still OD Green, Tan, and reddish rustproofer with a Brown, Beige and (possibly, at some point) red camper on the back.

What would be the safety and legal concerns regarding towing a small car (Scion) on a civvy car dolly, behind an M105, behind a Deuce, in California.
