In MO, you're allowed a trip to the inspection station without a title. Because it is a non-standard VIN, you're required to go to a state patrol office and have them inspect it. Sounds like a similar situation......
I have the same thing, not every time, but it will also last beyond glow plug activation. I always thought it was the fan clutch as belts are relatively new and snug. Since it always goes away, I've lived with it.
