Rust Question

[3]I cant remember what its called but that part between the two back axles, under the springs where the large U-bolts go through, Mine has watter standing in the holes where those U bolts pass through and I know those U bolts are probably eat up with rust where you cant see them. Are they designed so watter can drain through? If so I guess mine is stopped up, I tried spraying a high pressure washer through it but nothing comes out. Looks like it could be dangerious if the bolts were to get weakened. [/3]
