Usually it wont work until the truck has built up air pressure just like the wipers, horn, etc... There is a valve that makes the brake system a priority and will only give air pressure to the accesories once all the tanks are full. Thats how mine is. If it happens on and off even with air...
I have found that i can shift my transfer case with NO air in the system, NOT running easier than if i have air in the system. If it goes in fairly easy with no air in the system and if you cant shift it with air in the system then most likely it is the solenoid. Just a thought.
