All you need to do is go to your local chevy dealer with proof of ownership, such as the invoice fro GL, pay them to make a new key. They can look up the code, even though they are all the same. It will only cost about $6.
Do the parking lights on the front work (not the left and right marker lights)? It looks like they are powered by the same wire as the taillights. If the front ones work I would suspect the bulbs in the taillights first.

Hmm. I do see where if the batteries are very weak with the jumper they may not get 12V. But I think that you would still see enough to "warm" them up. But I agree that it would not be 12V, it would be something less. On the upside though every other civilian system would now be able to jump...

You really can't trust those listings to be very accurate. They sometimes put the wrong pictures, wrong VIN, wrong model, you name it. If you bid without inspecting first you really don't know what you are getting.
The tires may not be that bad. Any chance you can go and look at the truck before you buy tires? If you bring an air tank with you, you may be able to just fill that low tire up and at least take it to a tire store for a new tire if needed.
