The only components in the fan system are the fanclutch, time delay relay, Cadillac valve, temp sensor on the crossover pipe and the switch on the injector pump. During nomal operation below 185 degrees the Cadillac valve is energized passing power steering fluid to the fanclutch to disengage...

And the crank and water pump pulleys, do you have part numbers or where you obtained those from?
What are you doing for lights? High beams on, I bet the stock lighting circuit draws 20A at 12v.
For OP (converted to 12v), I would recommend what others have suggested. Try to find a 6.2/6.5 in a junkyard with brackets for an A6 compressor. You'll need brackets shown at the link below...

The black kettle looking thing by the firewall with the sight glass on it is your power steering reservoir. Power steering pump does a bunch of jobs on the HMMWV, it also powers your brakes and the fanclutch so make sure it's topped off and functional. It uses dextron 3 (basically ATF) not...
